Monitor metadata fields can now be required at creation

Priority, audience, tags, and data quality dimension have always been optional, which in practice means they're often left blank — and blank metadata is what breaks alert routing, triage ordering, and coverage reporting downstream. Your account can now require any combination of the four, so a monitor can't be saved without them.

Nothing is required until you turn it on. Check the current state with getRequiredMonitorFields and set it with updateRequiredMonitorFields. Valid values are PRIORITY, AUDIENCE, TAGS, and DATA_QUALITY_DIMENSION.
