New top-nav bar across the application

Over the past few months, the entire app has been steadily going through a a upgrade/migration to a new design system. Given that top-nav is visible from any/every part of the product, this particular change has a large impact on the app's overall look and feel.

Note -- the selector for timezone, and links to docs and changelog, will now be available under a dropdown when you click on the user's name.
