New User Roles: Catalog Editor and Catalog Viewer

These two roles are valuable for analysts, data stewards, or other roles who want to interact with lineage, metadata, and documentation in Monte Carlo.
- Catalog Editor can see only Catalog in Monte Carlo. They can add & edit descriptions, tags, and other elements in Catalog.
- Catalog Viewers can only see Catalog in Monte Carlo, but can only view. They cannot add or edit anything.
These roles are not exposed to Incidents, Custom Monitors, Dashboards, or Settings.
