Rate the issues Bayes finds through the Reinforcement Loop

The Reinforcement Loop is how Bayes turns your agents production problems into diagnosed issues with proposed fixes. You can now give a thumbs up or down on any issue, from the Issues list or the issue page. A thumbs down asks for a reason.
- Ignore issues you don't plan to act on, with a reason
- Filter the issue list by Open, Ignored or All
- A new Feedback tab shows the rating of an issue (when rated)
- Flag individual conversations that don't belong in an issue
Your feedback tells Bayes what it got right and wrong, and keeps the list focused on issues worth fixing.
