Scope domains to individual custom agents

Domains now support per-agent selection for custom (code) agents, the same way they already do for platform agents like Snowflake Cortex and Databricks Genie.
In the domain builder, pick the specific custom agents you want, or add a group of agents all at once (they're grouped by the trace table they report to). Users restricted to the domain can work with only those agents' traces, conversations, issues and monitors.
