Oracle thick mode support

Monte Carlo now supports Oracle thick mode, letting us connect to Oracle environments the standard driver can't reach. As part of this work we also added SSL support to Oracle and brought SSL configuration into the UI for several other integrations, including DB2 and MySQL, making secure connection setup a more first-class, self-serve experience.
